The Knowledge Forum (TKF) held an important meeting with Sindh Assembly Member and Chairperson of the Standing Committee on Energy, MPA Rehan Bandukda, in April 2026 to discuss critical issues related to energy access, energy justice, and the province’s transition towards clean energy.
During the meeting, TKF presented an evidence-based briefing highlighting the paradox of Sindh’s energy sector. Despite being Pakistan’s leading producer of coal and natural gas and a growing hub for renewable energy projects, a significant portion of the province’s population continues to face severe electricity shortages.
Citing findings from the Pakistan Energy Survey 2022, TKF informed the committee that Sindh and Balochistan suffer from the country’s highest electricity access deficits, with more than 30 percent of households falling into the lowest categories of electricity access. The survey revealed that Sindh has the highest rate of households with no electricity access at 7.3 percent, compared to 2.6 percent in Balochistan.
Participants noted that inadequate electricity access continues to negatively affect household well-being, industrial productivity, employment opportunities, and the ability of communities to cope with rising temperatures and climate-related challenges.
MPA Rehan Bandukda listened to the presentation and shared his views on the future of Sindh’s energy sector. Drawing on his business background, he emphasized the need to address the issue of excess power generation capacity and highlighted the importance of developing strategies for workers who may lose jobs as the country gradually moves away from fossil fuels.
The discussion also focused on the role of public sector technical education institutions in preparing young people for emerging green jobs and supporting a just transition to a cleaner energy economy.
Another key issue raised during the meeting was the lack of female representation on the Sindh Assembly’s Energy Committee. TKF stressed the importance of women’s participation in energy policymaking and welcomed recent developments aimed at improving representation.
TKF representatives said that sustained engagement with elected representatives is essential for advancing clean and affordable energy policies in Sindh. They noted that while policymakers require strong evidence and public support to champion energy reforms, the growing adoption of community-led solar energy solutions across the province demonstrates the urgency of updating policies and legislation to support renewable energy expansion.
The Knowledge Forum appreciated MPA Rehan Bandukda for his time and constructive engagement and expressed hope that continued dialogue between civil society and lawmakers would help promote sustainable, affordable, and reliable energy access for all citizens.
